B-I-N-G-O

B-I-N-G-O has a 10% chance to proc on a critical hit. If it procs, it generates 2 Psi Points.  It has to proc on a builder, which means you have a minimum of 1 Psi Point when it procs and a maximum of 5. We'll distribute the crits evenly across the build spectrum and you'll get 1->3, 2->4, 3->5, 4->5, 5->5. At 4 points, you lose one B-I-N-G-O point, at 5 you lose two. This means that for every 10 points you potentially can get, you only get 7. So that's a reduction of 30% effectiveness. At a 40% crit rate (which is well geared pre-raid, in combat with proc buffs), that means that B-I-N-G-O procs at 70% effectiveness 10% of the time on a 40% chance in the first place, meaning you should see a useful B-I-N-G-O on 3% of your builders.

One of the problems is that you can't see when B-I-N-G-O procs in logs, so it has a very wishy washy feel to it. The above math is correct, all things being equal. At around 3.5k assault power, a finisher should be hitting reliably for about 10k damage, so if B-I-N-G-O's show up 3% of the time you're in combat and they're worth 2 Psi points, they should be worth about 4k damage. With 3% uptime, that works out to about 110 DPS. Which is fairly awful for a 6 point AMP that you also have to grab two marginal 4 point AMPS to get. So it works out to a 10 point AMP, or 11DPS per point.

With B-I-N-G-O I see about a 130dps increase on average, so that works out about correctly.

Armor Pierce

Armor Pierce has 3 tiers, each at 2% Armor Pierce. Since the armor reduction is applied before the mitigation equation, this works out to about... Not much. NPCs split their resist and armor equally, so with a pool of 10k, that would be 5k armor, 5k resist. With no armor pierce, that's a mitigation of (5k + 5k)/(5k + 5k + 12.7k) = 44%. If we armor pierce 6%, then we get (4.7k + 5k) / (4.7k + 5k + 12.7k) = 43.3%. So that would be 0.7% DPS increase for 3 AMP points. At 6k DPS, that's 42 DPS or 14 DPS per point. (That's terrible.)

Illusionary Blades

IB works on the move. Other than that it is always worse than a TK Strike. You can theoretically snapshot IB for a quick damage, quick psy point builder that outperforms TK Strike in rotation since it should only trigger a 0.5s GCD. In practice, this doesn't work. The problem is that IB doesn't always start charging when you're trying to fast cast it, so you lose up time. If they fix it so it always fires when you push the button, then it would be viable.

The GCD and you

Your finisher is always instant cast and it always triggers a GCD. That means 1 second where you can't do anything... Except it doesn't. Things that are off the GCD can be cast during GCD. Gadget, Concentrated Blade, Bolster, Crush, Restraint, Spectral Form, Kinetic Omni-Plasmic Grenade, etc. are all off GCD. Use it to your advantage.

Bolster Redux

Cast Bolster all the time. All the time. All the time. I'm tired of looking at Esper parses where Bolster hits me 3000 times and the other Esper in group it hits 30. It is not a heal. It is a psy point builder. Use it like that.

Spectral Form

Spectral Form should never be off cooldown. Every time it isn't on cooldown, you are sacrificing DPS. You can dash, you can Projected Spirit, you can Fade Out. There are plenty of ways to move when you're rooted. And until they patch it, you can just cancel the root by right-clicking it. Assault Power is greater than set bonuses. The end.


Moxie converts to Assault Power at a 0.61 rate. In other words, 100 Moxie gives you 61 Assault Power.

The AMP Superiority gives you +25% Moxie. This applies to gear and runes but not to food or boosts. This means that 100 Moxie becomes 125 Moxie or 76.25 Assault Power.

The AMP The Power! gives you +16% Moxie. This applies to gear and runes but not to food or boosts. This means that 125 Moxie becomes 145 Moxie or 88.45 Assault Power.

If you aren't past the last Moxie milestone, then 105 Moxie is worth an extra 24.4 Assault Power on average. Therefore, 72 Moxie is worth an average of 88.45 Assault Power. (72 Moxie +25% +16% = 105, 105 Moxie = 64.05 AP, 64.05 AP + 24.4 AP from milestone = 88.45 Assault Power).

tl;dr: If you aren't past your last milestone, Moxie runes are better than Assault Power runes. If you are past your last Moxie milestone, Assault Power runes are better than Moxie runes.

Sabotage

Bugs

  • The Humanity (AMP) applies to all ticks of Telekinetic Storm. (old, beneficial)
  • Tier 8 Telekinetic Storm applies a 1% deflect debuff per stack, not 2%. Stacks 4 times for a maximum of 4% reduction (should be 8%). (old, detrimental)
  • Bolster applies a 250ms cooldown to all abilities not already off GCD. (new, detrimental)
  • Spectral Swarm gets no benefit from your strikethrough and continues to use a 0% strikethrough chance. (old, detrimental) (This is handy for getting exact deflect ratings from targets, but mostly annoying.)
  • Spectral Swarm has the wrong number of ticks. It should be 9 ticks each, for a total of 27 (3 pets). You only get 18 ticks per cast, so one pet essentially doesn't do anything. (old, detrimental)
  • Spectral Swarm (again...) Only one of the phantoms benefits from your crit hit rating. Since only two of them even bother to hit, that means you typically see a critical hate exactly half what it should be. (old, detrimental)

Build / Rotation changes

  • Bolster needs to be used only when something else has triggered a GCD. (This is because of Bolster triggering a 250ms GCD, but being castable off GCD.) Using one Bolster charge every finisher will keep its uptime and benefit maximized.
  • Illusionary Blades has almost no point now that Telekinetic Strike can be cast while moving. You could use a well timed charge 3 IB as an opener, but it's probably not worth the hassle.
  • T4 Concentrated Blade should be a no brainer. It gives you twice as many CBs. That's twice the damage and twice the psi points.
  • T4 Haunt becomes interesting once you have the additional points for it. (Ability and AMP points--you need to have cooldown reduction to maximize its uptime as well.)
